Loudoun County Government is conducting a Disparity Study to understand the effects of race, ethnicity, gender, and service-disabled veteran status on businesses’ ability to do business in the county’s marketplace. The study will review data, policies and procedures to ensure that contracting and procurement practices provide fair access and opportunities for all businesses, including small, women-owned, minority-owned, service-disabled veteran-owned (SWaMDV) businesses. The study will be led by MGT and will analyze both public and private sectors to understand firms abilities to acquire capital and win contracts in the markets in which the county does business.
Data-Informed Process
MGT will collect data regarding SWaMDV businesses and the rates at which these firms are used as contractors and subcontractors in the county’s marketplace. The Disparity Study will also analyze qualitative data provided by business owners, professional organizations, and other marketplace stakeholders regarding policies, practices, or behaviors that may result in unequal outcomes for certain groups.

Business Participation and Feedback
ALL business owners are encouraged to provide information about their experiences, including barriers while doing business or attempting to do business with the County and other public or private entities in the County’s market area. All firms, not just certified firms, are encouraged to participate.
Confidentiality and Independence of Vendor Input
This website is authorized by the Loudoun County Government but is operated independently by MGT. To foster open and candid engagement from the vendor community, information gathered through this site and during discussions with vendors is not directly accessible by Loudoun County staff and is maintained separately from records managed by the County. Input submitted to an MGT email address or this website is directed to the MGT team only. Responses collected as part of this study are considered confidential except to the extent disclosure is required by law. Vendors will not be identified by name.
Loudoun County area businesses are invited to participate in the disparity study through participating in Phase One and either Phase Two or Phase Three:

Upcoming Events
Disparity Study Business Information Sessions:
Loudoun County held two virtual public information sessions on February 24 & 26, 2026. During those sessions, participants learned about the purpose of the disparity study and had the opportunity to share their experiences doing business or attempting to do business with the County or within the broader market area.
Public Business Engagement Meeting, One-on-One Discussions, & Surveys
The business community can participate in the disparity study in one of several ways:

- In-depth interviews with professional organizations
- Online and telephone surveys
